COSTILLA COUNTY CENTRAL COMMITTEE GOP MEETING

The monthly meeting of the Costilla County GOP was held at Centennial High School on 07/15/2025. The meeting was called to order by Joe Grass at 5:35 pm. Bill Andrews gave the invocation and led the Pledge of Allegiance which was recited by all.
​
Roll Call of Officers: The officers present were Joe Grass (Chair), Michelle Watts (Secretary), Cody Watts (Precinct 6 Captain), Victor Hummel (Vacancy Committee), and Bill Andrews (Vacancy Committee).
​
Officer’s Report: The officers reviewed the email from Hope Scheppelman.
​
Minutes: The minutes for the meeting held on 06/17/2025 were presented. With a motion from Bill Andrews and seconded by Cody Watts, the minutes were approved.
​
Treasurer Report: Joe Grass made a motion to postpone the financial report to the next meeting. Becky Hummel seconded.
​
Old Business: ​The committee deliberated on participation in the Santana event, ultimately opting to join just the parade instead of renting a table from San Luis for $120. The parade is scheduled for July 26 and 27 at 10 AM, with the committee planning to meet at the Hummel Home at 1 PM on July 25 to decorate the float, and again at the same location on the 26th and 27th at 9 AM. Becky Hummel made a motion to accept the parade details and Cody Watts seconded.

Joe Grass read the update on the lawsuit involving Brita Horn. It has been dismissed without prejudice.
​
New Business: July 24th Hope Scheppelman will be in Pagosa Springs.
​
Joe Grass spoke with the mayor of San Luis, Tiffany, about setting up a rodeo at the old baseball diamond. We would be able to hang our banner there. We would also be able to hand out flyers and have more community involvement.
​
It was discussed that there would not be enough people at the meeting to make a quorum, due to personal events. Bill Andrews made a motion to suspend the next meeting. It was seconded by Cody Watts. The next meeting will be held on September 16th.​

COSTILLA COUNTY CENTRAL COMMITTEE GOP MEETING

The monthly meeting of the Costilla County GOP was held at Centennial High School on 06/17/2025. The meeting was called to order by Joe Grass at 5:30 pm. Bill Andrews gave the invocation and led the Pledge of Allegiance which was recited by all.
​
Roll Call of Officers: The officers present were Joe Grass (Chair), Rebecca Hummel (Vice-Chair), Michelle Watts (Secretary), Cody Watts (Precinct 6 Captain), Victor Hummel (Vacancy Committee), and Bill Andrews (Vacancy Committee).
​
Officer’s Report: The officers reviewed the email from Brita Horn, the State Committee Chair, concerning her appointed officers.
​
Minutes: The minutes for the meeting held on 05/20/2025 were presented. With a motion and seconded by Vic Hummel and Bill Andrews, the minutes were approved.
​
Treasurer Report: The Treasurer's report encompassed both the May and June reports. The committee received a check from Vic Hummel's campaign, intended for returned donations that Joe Grass wished to contribute to the GOP committee. Additionally, Brandy committed to donating the remaining funds from her campaign to the GOP committee as well.
​
Old Business: The committee discussed the storage unit donated to the GOP by Troy Zinn, reviewing the lease agreement that Rebecca presented. It was unanimously decided to proceed with this lease, and the need for a lock for the storage area was also addressed. Rebecca identified a suitable lock on Amazon priced at $11.47, and the committee agreed to purchase it.
​
The committee deliberated on participation in the Santana event, ultimately opting to join just the parade instead of renting a table from San Luis for $120. The parade is scheduled for July 26 and 27 at 10 AM, with the committee planning to meet at the Hummel Home at 1 PM on July 25 to decorate the float, and again at the same location on the 26th and 27th at 9 AM.

New Business: The Committee is currently exploring potential Independence Day events to determine opportunities for participation. Additionally, discussions will commence regarding upcoming fundraisers and the organization of a meet-and-greet for Republican electoral candidates, with these topics scheduled for the meeting on July 15, 2025.
​
Rebecca Hummel resigned from her position as Vice Chair, a decision that the committee has accepted. Following this, Bill Andrews nominated Brandy Napier for the role of Vice Chair, a nomination that was seconded by Vic Hummel, and Brandy has agreed to take on the position.
​
Recess Called: Chair Joe Grass recessed the meeting to facilitate a gathering of the Vacancy committee.
​
Return from recess: Joe Grass reconvened the meeting after the recess. Rebecca Hummel handed over all relevant paperwork and supplies to Michelle Watts, and it was announced that Brandy Napier would assume the role of Vice Chair.
​
Vacancy Committee Report: During the recess, Joe Grass, Bill Andrews, Michelle Watts, and Vic Hummel convened a Vacancy committee meeting. They considered Brandy Napier's nomination, conducted a vote, and unanimously appointed her as Vice Chair.
​

The monthly meeting of the Costilla County GOP was held at Centennial High School on 05/20/2025. The meeting was called to order by Joe Grass at 5:40 pm. Butch Pettigrew gave the invocation and led the Pledge of Allegiance that was recited by all.
​
Roll Call of Officers: The officers present were Joe Grass (Chair), Rebecca Hummel (Vice-Chair), Michelle Watts (Secretary), Cody Watts (Precinct 6 Captain), Troy Zinn (Precinct 5 Captain), Gary Myco (Precinct 4 Captain), Victor Hummel (Vacancy Committee, Butch Pettigrew (Vacancy Committee).
​
Minutes: The minutes for the meeting held on 04/15/2025 were presented. With a motion and seconded by Cody Watts and Butch Pettigrew, the minutes were approved.
​
Chair Report: Brandy Napier is seeking volunteers for the Ballot Initiative committee. Michelle and Troy have agreed to support her efforts, with Michelle will reach out to Brandy.
​
Vice-Chair Report: Santana - Michelle and Becky have paid the Town of San Luis to take part in the Parade, but the cost for a table at the event is $120. In an effort to reduce expenses, Becky suggested exploring options, including the possibility of joining the San Luis Inn's Family Corner during Santana on Saturday. Cody Watts proposed that if there is space available, we should set up our table there, a motion that was seconded by Butch Pettigrew and approved by the group. Becky will contact the Inn's owners to confirm if they can accommodate an additional table.
June & July Meetings - Becky discussed the scheduling of meetings in June and July with the school. If the meetings are adjusted to conclude by 4 PM, the room can be used at no charge; otherwise, a fee of $20 per hour for janitorial services would apply for a 5:30 PM start. Butch also mentioned that the pavilion on his property is available for public use at no cost. The option of using Zoom for those unable to attend in person was also considered. Troy moved to hold the meetings at the pavilion with Zoom available for June and July, a motion that received a second from Cody and was approved.
​
Secretary Report: The secretary announced that the committee has acquired a new 10x10 canopy for use at events, along with a new donation box.
​
Treasurer Report: Butch proposed that the Treasurer's report be postponed until the next meeting, a motion that Vic seconded and was subsequently approved. The report is scheduled to be presented at the meeting on June 17, 2025.
​
Old Business: Troy has made a trailer available on his property for the GOP's storage needs and has requested help to clear it out. The committee will also need to buy a new lock for the trailer. Cody moved that the committee utilize the storage space at Troy's property, purchase the lock, and create a formal agreement to ensure protection for both parties. Vic second the motion, which was subsequently approved. Becky will draft the agreement, while Cody will assist Troy with the cleanup of the storage area.
Becky will establish a basic free Zoom account for the committee's use to gauge attendance. Should the number of participants exceed 100, the committee will consider upgrading to a paid plan.

New Business: The floor was opened for new business, but no topics were raised.

The monthly meeting of the Costilla County GOP was held at Centennial High School on 04/15/2025. The meeting was called to order by Joe Grass at 5:48 pm. The invocation was given by Bill Andrews and The Pledge of Allegiance was led by Bill Andrews and recited by all.

Roll Call of Officers: The officers present were Joe Grass (Chair), Rebecca Hummel (Vice-Chair), Michelle Watts (Secretary), Bill Andrews (Vacancy Committee), Victor Hummel (Vacancy Committee)

Minutes: The minutes for the meeting held on 03/11/2025 were presented. With a motion and seconded by Bill Andrews and Brandi Napier, the minutes were approved.
​
Chair Report: Reported on Founders Day - It was a successful event, lots of people saying they are Republicans, along with many others who are relocating to the Wild Horse Mesa area. Joe invited them to join us in our meetings. The GOP did receive a $5 donation at the event.
Discussion informing everyone of the candidates for Sheriff in the 2026 elections, which include Vic Hummel (R), Cruz Soto (D), and Paul Quintana (U).
Discussed how the committee has moved the meetings to accommodate the Fire Department and other members of the community, and we did not have any additional people at the meeting. Bill Andrews and Troy Zinn will be talking with the Fire Department to see about attendance from members. We will also see how things move along as the meeting times and location will not be changing.
​
Vice-Chair Report: The school has agreed to the new dates of the meeting, However, the committee needed to decide if we would have meetings during the June and July break at the school. Both months fall on summer vacation, and there will not be janitorial on site, so there will be an extra $20 an hour charge to have janitorial come out to the school for the meetings. It was suggested that we contact the coffee house in San Luis to see if we could use the back room for no charge during the summer months. This will be brought back up at the meeting in May.
​
Secretary Report: It was reported that the Committee has an outstanding bill with Joe Grass for the amount of $455.06 for the cost of the website and the banner for events. It was moved by Brandi Napier and seconded by Bill Andrews, that we start a payment payback for the next 6 months. The committee will pay Joe Grass $75.85 for the next six months.
Treasurer Report: Balance from March was $1,066.92 and we received $1,000.00 from the GOP Lincoln Dinner, $10.00 from anonymous donations, leaving us with a total of $2,076.92. It was moved by Bill Andrews and seconded by Vic Hummel to accept the report as read.

Vacancy Committee Report: Brandi Napier nominated Cody Watts for Precinct Captain in Precinct 6, and Cody Watts nominated Troy Zinn for Precinct Captain in Precinct 5, both Cody Watts and Troy Zinn accepted the nominations, and the vacancy committee voted them in a Precinct Captains.

Old Business: The committee discussed the Ballot imitative committee as well as the By-laws committee that need to be formed soon in order to get all ideas and paperwork in by the deadline. Brandi Napier volunteered to be on the Ballot Initiative committee.
It was agreed that each member would try an invite at least one new individual to the meetings to increase participation. A larger group will generate a wider array of ideas for community initiatives.

New Business: The committee discussed renting a storage unit to consolidate all committee-owned items. Cody Watts, Tory Zinn, and Joe Grass all volunteered to put storage for the GOP on their property at no cost, and it was discussed that we would use a combination lock so that all committee members would have access. A written agreement will be signed after all new elections.
Upcoming Santana event in San Luis - The GOP will enter the parade, Becky will contact Carol Rickenbaugh and Cheryl O'Dowd to request assistance from Alamosa County GOP, Vic Hummel will have a float in the Parade, Joe Grass and Brandi Napier offered the use of their trailers and trucks for the Parade. The GOP will also set up a table, The committee will be asking for donations of sellable items for a fundraiser at the table. We will be looking for donation such as baked goods, homemade items, or anything in good condition.

COSTILLA COUNTY CENTRAL COMMITTEE GOP MEETING
The monthly meeting of the Costilla County GOP was held at Centennial High School On 03/11/2025. The meeting was called to order by Joe Grass at 5:40 pm. The invocation was given by Joe Grass. The Pledge of Allegiance was led by Butch Pettigrew and recited by all.
Roll Call of Officers: The officers present were Joe Grass (Chair), Rebecca Hummel (Vice-Chair)
Minutes: The minutes for the meeting held on 02/15/2025 were presented. With a motion and seconded by Bill Andrews & Victor Hummel, the minutes were approved.
Chair Report: The report for San Luis Founders Day was made. Everyone discussed having a table present at the event. With a motion and seconded by Bill Andrews & Victor Hummel, the committee will pay the $10 to have a table at the Founder's Day event in San Luis. Bill Andrews brought up that the committee should look into getting a banner to have when we participate in events. With a motion and second by Victor Hummel & Butch Pettigrew, the committee will be purchasing a banner for events.
Vice-Chair Report: Reported about the completion of the website and explained that the committee will no longer be posting information on the FB page. The only postings there will be regarding the next meetings. It was reported about wanting to put together a By-laws committee as well as a Ballot Initiative committee, and everyone was asked to see if they could find people who would want to volunteer for these committees. We will try to put committees together at the April meeting.
Secretary Report: Reported on the CD3 elections that will be happening on March 15th. The candidates the committee agreed to back are Carol Riggenbach for Chair, Eric Grossman for Vice-Chair, and Allen Meze for Secretary. Reported on the COGOP election that will be happening on March 29th. There was no decision on who the committee would back.

Treasurer Report: The report included February’s spending; it was also reported that we had received a check from the Lincoln Dinner for $1,827.66.
​
Vacancy Committee Report: The vacancy committee was formed and voted on
by all present members. It includes Joe Grass (Chair), Rebecca Hummel (Vice Chair), Bill Andrews (Past Vice-Chair), Butch Pettigrew, and Victor Hummel. Three positions were filled at the meeting.

New Business: It was discussed that the committee was asked to change the date of the
meetings so that people who are involved with other things around the county could attend the meetings. It was moved and seconded by Bill Andrews and Butch Pettigrew that the committee move all meetings to the Third Tuesday of the month starting at 5:30 pm. This will make the next meeting on April 15, 2025, at 5:30 pm at Centennial School in the Library

Biennial Organizational Meeting February 15, 2025

The meeting was called to order: 1:00 pm

The Chairman made the final call for nominations.

The Treasurer's Report was read.
​
Announcements: Bill Andrews gave a report on the Lincoln Dinner that was held on February 8th. Steve Woelfel introduced Victor Hummel who is a candidate for County Sheriff in the 2026 election.
